It is ok to language negotiate if the user is using language preferences
explicitly. Just like a web site can set a cookie of preferences when
you leave a web site. 

What I consider bad is to serve me a Danish page just because Danish
language is detected in my browser. I want the original page and then
change language myself if I want to.
