Well, he means general access from different devices. What he says in point 3
is specifically about accessibility, and the precedent of Maguire v. SOCOG
suggests that he is in fact making the case seem much weaker than it is.

Otherwise, nice article. (John Allsopp is writing reasonably regularly for
the age, I have noticed.)
