label tag question

Could someone please advise on how to label textboxes in the situation
below?

The textboxes are displayed in a datatable.  I understand how to make
the datatable 508 compliant, however I am confused with the label tags
in this particular situation.

           FY04 Number     FY05 Number
           -----------     -----------
Group1  textbox1        textbox3
Group2  textbox2        textbox4
