I am not sure what exactly you mean by portals, but the open source Plone 
content management system, is practically WCAG 1.0 triple-a out of the box 
(unless anyone can find an error for me). It is certainly WCAG 1.0 a and 
section 508 compliant in about 6 languages (as yet, we have around 24
