I agree with you Charles.

10.1 - always inform users that the link will move focus to a new window
before they activate the link. Checkpoint met given that UAs now allow
control of popups.

1.1 - if full text equivalent is not provided in the alternative the
checkpoint is not met.

Our PDFs will not translate into accessible alternatives as they contain
detailed maps as images with little or no ALT text to describe those
images' meaning.
