if title is for onmouseover, and alt  is for broken graphics, then it 
is clear that they will need to be identical for many purposes, as it 
is evident that the reason focus is given to the image is that one is 
unclear as to the meaning.

Until there are clear and distinct means to access alt and title, that 
work across a variety of UAs, disabilities and interfaces, the 
guidelines will not be understood by many.
