Section 508 allows for frames, and these are titled acceptably.  I disagree
with the labeling of the site as totally inaccessible based solely on
whether the page loads in Lynx.

Now, the site does have some other issues, from the links that are generated
by Javascript and that get voiced only as the url value to the java applets
that are used to convey most of the information on the site.
