They are just 'guidelines.' They are meant to point you in the right
direction. They are not hard and fast rules, which is why I take the
approach that if the content of a page is readable and functional in a
text browser like Lynx, or in author mode in Opera with CSS, JS and
images off, then I've pretty much complied.
