creating a menu

I am currently using UL and LI to create menus.

<ul>
	<li class="navHeader">Cheeses</li>
	<li>Limburger</li>
	<li>Swiss</li>
</ul>

But should I be using another method?  Such as;

<dl>
	<dt>Cheeses</dt>
	<dd>Limburger</dd>
	<dd>Swiss</dd>
</dl>

Or does it even matter?  I'm attempting WCAG Level AAA compliance.
