Why not?  Then the browsers could be rated accordingly.  Mozilla might have
a standards-rating of 9, while NN 4.x might have a rating of 1.  This might
also help get the browser makers to provide more compliant browsers.  Not
just in the way they deal with markup, but also how they work as a piece of
software.

Just some thoughts.
