Why not?  They could be useful to some, much like the "Back to top" and
Table of Contents anchor links can be useful, especially for long pages with
lots of scrolling.

Sure, scrolling works too but it's nice to have the option.  Anyway, that's
what page anchors are for!

Though I understand how the client might not agree...
