It's only legitimate use is to provide presentational
fallback on very old GUI browsers if you are a total
non-structuralist, or you need to distinguish lots
of things with different colours (but this *will*
cause accessibility problems).  For everything else,
good structural markup should leave people with the
choice between a perfectly usable page and investing
in a new browser to get the glossy look.
