RE: Headers for tables used for layout

Would it be possible to use the summary on the first table on the site
to express that all tables are for layout purposes unless described
otherwise? This would get around the problem of hearing the same thing
over and over again, but would it provide the correct elements required
for accessibility?

Just a suggestion. Comments?
