There is no concept of tooltip in HTML or CSS.  It's Microsoft
terminology for something that is slightly different from the
HTML that produces the same visual effect.

That's probably because Windows doesn't display real tool tips when
focus is given from the keyboard; i.e. it is a Windows user interface
problem, not specifically a web browser problem.
