I am not sure what question is being asked here.  If the page author did the
manual checks and determined that they do not apply to the page, then the
www.usworkforce.org page clearly does achieve Bobby approved status.

Did you find something different while testing with Bobby 3.1 or the Bobby
3.2 beta release?
