standard anywhere for displaying flashing or blinking text

Is there a standard anywhere for displaying flashing or blinking text,
objects, or other elements, for example computer screens that have a
blinking cursor or printer that has a blinking light.  IS there a standard
for a flash rate, that is shall not exceed two Hertz.
