Short reply:  The WAI mandating (or "encouraging") a standard
set of navigation icons will _never_ fly.  Web designers will
not adopt a group of common graphics for use on a site, period,
full stop.  This isn't going to happen, so a better solution
(such as use of the LINK attribute and browser support for same)
is necessary.
