access and other tools usage guidelines?

I've received two enquiries recently from an agency which apparently
does not have direct access to the web but would like to be provided
with a way to access the tools such as tom and the pdf text server so
that they can use them to examine agency wide and other sites in an
effort to obtain more accessible information from them.  In the case
of tom, it is apparently not available for intra nets and in the case
of the pdf server, it is on their disablity server or something like
that where there are no pdf documents and no access to pdf documents. 
can an faq or some form of information document be devised to answer
this type of issue so that blunders like putting the pdf server on a
place where it does no good stand less of a chance of happening?
