web application accessibility

Do you know whether web applications like Actuate Reporting System (a
report generating tool) and Oracle Express (another one) are accessible and
create accessible output?  We will be using them on Windows NT platforms
and I am concerned that our employees who are visually handicapped or
need/want to use the keyboard instead of the mouse will find them
inaccessible.
