I have 2 publications based on Silver work that are available:
 
One is authored by a student that I was supervising last year:

Good question! We can check back with researchers, as we haven't heard any updates there on publishing either, but haven't followed up on it, largely to our focus on prototyping and getting the Requirements draft to a better place based
 on the feedback so far from everyone in the Working Group.

Have these issues been discussed already in a Siver telco? Is this repo
still active?

I think the best place for  a constructive discussion would be for folks
running Siver to engage on Github and respond there.
