Renaming the Guideline it falls under. (was Re: CFC - Decision to keep 1.3.4 where it is)

That would run afoul of one of our mandated requirements: Backward
compatibility <https://www.w3.org/TR/wcag2-req/#backwards-compatible>, as
that would be a significant change to WCAG 2.0.

It is a great suggestion for the Silver TF however...
