If the CfC is for the current defintion at http://rawgit.com/w3c/wcag21/target/guidelines/index.html#dfn-target then +1 (while noting that the link Andrew provided was to the actual SC 2.5.3 Target Size, which still shows the measurements at 44 X 22 px...)
