Is there a further need to discuss  interruptions based on perceptual modality?  Positive and negative aspects of within and cross modal interruptions exist.   Verbal auditory alerts can be distracting to those engaged in a verbal task, whether visual or non-visual.  Non-verbal alerts (or alerting/orienting tones) may be less distracting. There is a research base on alerting for background.

Time remaining alerts in educational assessments may be considered essential, and a valid interruption in a timed task, but we also design to mitigate the intrusive nature.  Evidence-based design of such alerts can enhance their usability.  This can certainly be discussed in techniques.

While focus receives key mention, I think point of regard is another valid concept here. For example, trying to read a lengthy passage of text (which requires vertical scrolling), only to have an event that resets the scroll position to top.

Some suggested changes below.

Changes that move focus, point of regard, or interrupt the presentation of content in any modality are deliberately user initiated, or are necessitated by an emergency . (Level AA)

Exceptions:

Interruptions and changes of focus are allowed when they are essential to the main purpose of the content or, when they are a required part of a real-time task or process (for example, an auction, or a time remaining alert in a timed assessment task) or can be automatically suppressed by the user though the operating system or user agent.
Definition:
Point of Regard: The point of regard is a position in rendered content that the user is presumed to be viewing.

Jeanee from Pacelo group suggested the following wording that may solve some of our issues.
I also added a definition of interruptions that could eliminate others issues  by excluding offering help relating to the main topic or purpose of the content :


Interruptions minimum (AA)

 definitions

Interruption: (we can work on this if we like the direction...)  new content such as a popup, overlay, or message that may distract the user from the  main topic or purpose of the content

Deliberately user initiated: An intentional discrete action by the user such as clicking, pressing a key or speaking a voice command.

The company / bank I work for is building a complete new environment using AI where we especially try to trigger customers into new products from our data / black box where this may and may not be related to main purpose.

Suppressing new content not directly related to main topic undermines the complete system and this SC in its current form will be ignored by definition.

but rather a site that is a commercial site that has its own commercials.

we had these defined in earlier versions as follows....


critical service

service that is needed to prevent significant harm, risk or loss such as: significant financial loss, illness, injury or deterioration in a patient's condition or effective loss of rights or freedoms

Important information

[Proposed]

information the user may need to complete any action or task including an offline task, or related to safety, risks, privacy, health or opportunities

funded by the user or user representative
proposed definition -
the user or a representative of the user, such as a gardeain, has paid money  to use the content or may spend money on the site such as,  eCommerce sites, or subscription services .

(this needs work but you get the point...)
