This version assumes the author knows what the user agent is, and what it is capable of.

[Jason] I read it, to the contrary, as saying that the content must be compatible with whatever orientations may be supported by a user agent. The reference to user agent support is attempting to absolve the content author of responsibility for handling orientation changes - limiting what must be done on the content side, rather than requiring knowledge of what user agents do.
I thought this clear enough to justify affirming the CfC, but I can appreciate that additional clarification might be considered necessary.
