Proposed reply to issue #459 (IBM comment on 2.6.1 Device Sensors, focusing on motion actuation)

I have drafted a response to IBM's comment (Mike Gower) on SC 2.6.1 Device Sensors

https://github.com/w3c/wcag21/issues/459

..that proposes to focus the SC on motion actuation, using the wording by Steve Repsher in the issue thread:
https://github.com/w3c/wcag21/issues/67#issuecomment-325716721

I suggest that there are other valid cases (gestures via the camera sensor, ambient light sensor) that we may want to include while excluding 'sensors' that use the keyboard interface, like the physical keyboard, the switch interface, or voice actuation.

What do you think? Maybe we can discuss this in one of the nex WG meetings?
