Stable Editor's Draft?

Greetings Chairs,

Can we get a fixed and stable URL for the August 24th Editor's Draft, which
will be going out for the second round of Public Feedback?

I note for example that at https://w3c.github.io/wcag21/guidelines/ both SC
1.3.4(Purpose of Controls) & 1.3.5 (Contextual Information) are "missing".
Is it just a question of time and merging branches? When do we anticipate
that being completed?
