​Small grammar nits friendly amendment

Current proposal:
Privacy regulations may exclude preservation of user data until explicit
user consent has been obtained and user identification has been
authenticated. In case where the user is a minor, explicit consent may not
be obtained in most jurisdictions. Consultation with privacy professionals
and legal counsels is advised when considering data preservation as an
option to approach this success criterion.

cases where the user is a minor, explicit consent may not be solicited in
most jurisdictions. Consultation with privacy professionals and legal
