Ed note for Purpose of Controls and moving the lists to the definitions

As agreed on the call John, Alistair and myself drafted an ed note. We also   wanted to move the lists to the definitions for now and add the following ed note.


Note:  The Working Group seeks feedback on the lists of terms included in the definition. These lists are likely to change as items are likely to be refined, removed or added. 




Please let us know if anything else should be added to the ed note.


Andrew and Josh can I move the lists to the definitions? That was one of the changes we thought was likely to happen after august but from the discussion it makes sense to do it now.
