Subject: I think we need proposed language for the Target size "list of links" exception

For Target size, I think we should list the exception for vertical links and then add a note that we would like comments on it and suggestions for best language. The exception could read something like:

*  targets in a list have at least one dimension that is 44 pixels and the other is at least 22

Editors Note: We are seeking stakeholder input on the best language

 exempt
​ion for​
a list of links
​, so​
that the user will not be forced to scroll
​ due to the 44px requirement​
. Another suggestion we've considered as an alternative to the last bullet is:

* grouped targets with more than 5 items have at least one dimension that is 44 pixels and the other is at least 22 pixels
