Jason, I think the example might be an page that require you to enable a special mode to use the keyboard. But that special keyboard mode doesn't support  mouse access.

That is the page conforms through settings but the settings when enabled either stop pointer access or break other parts of the page that were previously conformant.

Another tweak, but when I read this it sounds like it is trying to avoid restricting the modalities available on a platform instead of avoiding restricting use of available modalities.

Web content does not restrict user input modalities available on a platform unless it would jeopardize the security of the content, invalidate an activity, or override a user setting.

How about:

Or
