Agreed, for final we should. 

I’m assuming that a lot of the work between FPWD and final is getting the understanding, techniques and (possibly) failures in place.

But for this first draft of “do these SCs make sense and fit into WCAG 2.x”, we need to know there can be techniques, they don’t have to be fully worked up and published.
