Re[2]: SC Managers - any items ready for review?

Regarding SC managers and who can do what. We would rather that the 
proposer was not the SC manager (for lots of reasons) *but* let's not
feel we have to be absolutist about this as we have a lot of work to do.

So where there is an alternative person to the proposer of a candidate 
SC, I suggest you go for that, but if there is no other option, or even 
if no one is stepping up
and you have a window - I'm not going to object as long as the SC is 
managed well, feedback dealt with etc and the SC iterated etc as needed.
