RE: Supplementary document for WCAG 2.1

I think that it would be sensible to have a firm idea of what the proposal is for a way forward with COGA before closing this call for consensus..

Anything that is not at the core of the standard will be ignored by the vast majority. We have already experienced this with triple-A.

A non-normative supplemental document will be even easier to ignore.

That said if we are unable to include success criteria that serve people with cognitive accessibility needs then some kind of guidance document is better than nothing at all. No doubt everyone is mindful of the fact that there are far more people with cognitive accessibility needs than with the needs that are already being addressed in WCAG 2.0 AA and WCAG 2.1.

To issue the first update to the web content accessibility guidelines in nearly a decade and not to have a significant number of success criteria for cognitive will be a scandalous failing on all of our parts. It would also undermine our credibility.

We need to re-examine how we address the make up of the task force, the process of creation of success criteria, the tools that have been used so far and also the level of resistance to some of the ideas are being put forward.

I think it would be sensible to see what other standards are out there that have already been ratified that have sections that address the needs of cognitive users. For example I know that Alistair C mentioned about usability guidelines ISO 9241 is certainly worth further examination and we should also look to the work being done in Europe.

Many of the contributors to the accessibility task force are struggling to succeed with current ways of working myself included, however, I think that we could make significant progress if we were to spend a couple of days work shopping through issues rather than trying to resolve this on git hub by email and on calls that always clash with other meetings. I would be willing to host this if people are interested.

The Working Group has discussed the idea of providing additional guidance for accessibility beyond what is able to be included within WCAG 2.1. The idea is that success criteria proposals that cannot reach consensus or that there is insufficient time to review still have valuable information that might be able to be published for use. If you have concerns about this proposed consensus position that have not been discussed already and feel that those concerns result in you “not being able to live with” this decision, please let the group know before the CfC deadline.
