Is not a set of Web pages under either the current or proposed text, since under the definition of “Web page”, each page needs to be associated with a single HTTP URI.

Here, the compressed zip archive as a whole has a single URI and it is obtainable via HTTP. If its contents were extracted onto the server’s file system, they would be a “set of Web pages”, but the compressed archive file itself (in zip format, in this case) is not.

Nothing in the proposed CFC changes this fact; it’s still a problem which needs to be addressed in the definition of “Web page” or elsewhere.
