[COGA] Initial feedback requested for SC proposals

Hi all,

COGA are busy working on new candidate SCs (which we will forward a 
survey of shortly) that are ready for review.
They also have SC proposals that they have requested feedback on before 
'official' working group review.

So here are 12 COGA SC proposals that we would like your initial 
feedback on. [1]

There will be more to follow shortly once the group has had time to 
digest this tranche.
