CFC: Issue 244: Add H97 to 2.4.1 Bypass Blocks #244

This is a proposed response to an issue that was submitted.  The item 
was surveyed, discussed on the WG call, and approved 
(http://www.w3.org/2016/11/01-wai-wcag-minutes.html).
