RE: Should we talk about an icon for transcripts in WCAG 2.1?

I wasn't proposing we get out our pencils and draw one or even endorse one.

I think we could talk about them. I think an icon currently passes WCAG if it is labelled, (additional text could come up on hover and focus, but that is not required)
[Jason] We could suggest using one. I wouldn’t do anything more than that unless we had well justified requirements from the COGA Task Force mandating the use of icons in some circumstances.

If authors create their own icons instead of using a suggested one, then there is a problem of lack of familiarity and inconsistency among Web sites that surely cannot help the users’ ability to identify the availability of transcripts easily, as the icons are supposed to signify.
