Techniquies and Understanding editor drafts ready for review, and approval for publication

The updated versions of techniques, understanding, and QuickRef are posted and ready for your review.  We are asking that everyone take a review these and indicate by Friday of this week if you have any objections to sharing these as a public draft.

There are a couple of issues that we've identified that you don't need to comment on but I want to make you aware of.  These will be addressed before Tuesday.

1)      Not all examples have titles.

2)      Working version of Example 2 for ARIA18 has some code issues that will either be addressed or the working example will be pulled.  The code for Example 2 also has issues (invalid code) that can be addressed.

3)      The User Agent notes for all techniques will be extracted to a separate document per our decision early this year, and each technique will point to the separate document.

Please take a look as soon as possible.  Thanks for the hard work getting this to this point everyone!
