Review version of WCAG2ICT draft

A review version of the WCAG2ICT draft proposed for publication is
available:

A survey for the WCAG WG will come out soon, but we wanted to announce
the draft to anybody who wants to get a head start on reviewing it.
Because meetings are canceled for next week, this will be discussed at
the 9 July 2013 WCAG meeting.

I may make small tweaks to this version as I fix links, typos, and the
like, but the content should be stable. I will post to the list about
any non-minor changes that might potentially affect reviews in progress,
but I don't expect any.
