Proposals for open issues with no response

I'm trying to put together this week's survey, and I have come across
several issues marked as proposals for which there are extensive WG
comments, but no actual proposal for a response. Unfortunately, I can't
tell who edited the issues! I'd love to get these on the survey. If you
edited an issue, please let me know so we can see whether we can get a
response drafter and put onto the survey. The particular issue numbers are

Why is "navigation" confused with "input"
The permissible uses of heading levels and F43
Known failures should include setting main page container overflow to
hidden preventing scrollbars
Reference to the title attribute on a techniqu that deals with abbr
