Would the default browser behavior of changing the cursor to a hand on
mouseover, coupled with the default browser behavior of outlining a focused
link, coupled with the default browser color of blue for links (not
focused), all be enough to satisfy 1.41. (g183) as visual cues for links?
(thus eliminating the need for underlining focused or hovered links)
