Right. In the H4 examples, if the author just used the default tab order, he
would pass  G59, so that is how he would meet 2.4.3. There are other SC
where it is not possible to meet all the different sufficient techniques
simultaneously; some of them conflict with one another.

The failure is included because there are many ways of using tabindex that
do not result in a logical order. I think the general wisdom is that using
tabindex correctly is difficult, and tends to cause maintenance problems, so
we think authors are better off not using it. But using tabindex is not
always a failure.
