Silverlight techniques posted

35 Silverlight techniques are ported to WCAG Techniques. The editors'
draft location is http://www.w3.org/WAI/GL/WCAG20-TECHS/; all the
Silverlight techniques are in
http://www.w3.org/WAI/GL/WCAG20-TECHS/silverlight.html.

I'm fixing some of the more obvious problems with the porting right now
(broken images etc.) and then will send around some review questions.

I still have to port PDF techniques (there are 22 on the radar to port
right now), and all the changes from public comments. Unfortunately I
don't anticipate getting any work on that done until after I return from
San Diego next weekend.
