Tracker prefix

You may be familiar with the feature of Tracker that you can send emails
with a subject containing the keyword "ISSUE-<number>" or
"ACTION-<number>" and Tracker will automatically put a reference to the
email in the issue or action. When different groups with separate
Tracker instances send emails to each other, the issue / action is
connected to the receiving group's Tracker, not the sending group's tracker.

There is now a feature of Tracker to allow groups to prefix their issue
/ action references with a keyword, to ensure that wherever the message
is sent, it is associated with the correct Tracker instance. The keyword
for the WCAG Working Group is "wcag". When sending references to WCAG
issues, you can send them in the form of "wcag-issue-<number>" or
"wcag-action-<number>". When sending just to our mailing list, you can
also send without the prefix as before.
