WCAG tracker access issues fixed

The access issues some people had with the WCAG action tracker have been
fixed. This necessitated a URL change. The new URL for the tracker is:

http://www.w3.org/WAI/GL/track/

You can check action items assigned to you using the link with your name
in the main page.

Please review your actions so we have an accurate picture of where we
stand. If you have completed an action item, set the status of the item
to "pending review". Put a description that references how you completed
it, such as a summary of what you did or a pointer to the archived email
that completes the action.
