It seems to me that this is covered by 4.1.2.

Silently filling in data is a "change" to a form element. 4.1.2 requires
that notification of changes to form elements is available to AT. So there
are two issues:

* is the web app providing an event to notify AT of the change?
* if so, then the issue is what is the AT doing with it
