Guidelines updates ready

Updates to the guidelines containing resolutions from yesterday's 
meeting and consistency reviews I've received to date are now complete. 
Please view http://www.w3.org/WAI/GL/WCAG20/. Now is the time to review 
these prior to Monday's meeting at which we hope to gain group approval 
to take the draft to Last Call.

Note that changes to Understanding and Techniques from yesterday are 
mostly not in the draft yet. I will send a separate message when that is 
complete, hopefully later today.

If there are any changes to the guidelines that you've been personally 
tracking, please check that it is correctly in the document. I am 
fallible and may have made mistakes. If you spot a problem, let me know 
(off list is fine). Also if you notice any typos or weird punctuation, 
let me and Ben know as well.
