Proposals for this week's meeting

Please send proposals for this week's survey to Loretta (since Ben is
out and Michael is traveling).
Send them by the end of the day Tuesday.

Please try to write up *at least one* proposal, so we can make
progress on closing the issues.  The deadline for public comments in
this Friday.
