It certainly would pass.

 

The contrast at the worst end is over 5:1 and would only have to be 3:1
since it is large and bold.

For my survey comments, I refer to the attached image. I want to
double-check that it is intended that this would be a "pass" even though
both the text and the background have a color gradient. PNG format
attachment, best for this type of example. Michael
