As I said in my mail, and as the link I gave mentioned, the outline  
feature *is already* fixed. Just try it. That said, if you or others  
wish to participate in development, all the documentation on  
retrieving the source, send feedback, install a local validator and  
hack on it (etc.) are at
http://validator.w3.org/docs/

I suspect this mail thread is getting very, very much off topic for  
the w3c-wai-gl list, apologies to the subscribers. Any further  
discussion on the validator should probably be sent to the www- 
validator mailing-list.
